Piplup basically uses water to push you off the stage, nothing else. It's like Marill in Melee hitting you repeatedly until you reach a ledge. I'm hoping we get some better ATs soon.
I'm thinking Piplup will be another Marill for Smash

Piplup isn't an AT, it's in a Pokéball, so maybe it's replacing Marill.
